Boxing having one title all those years is a myth. Boxing has had at least major recognized titles since the 1920s, although they usually (not always) had the same champ until around the 60s and 70s.

The 90s era had the two most unbeatable boxers ever head to head IMO in Jones jr and Whitaker, however the 40s/50s era had crazy talent in the lower weights. So did the 80s.

Impossible to tell really since each era have stronger points than others, some VERY much so.
