The division was Topsy Turvy at that time and none of the fiFAILghters could string together at least 2 consecutive wins to even claim they were the best.
Also keep in mind in 2008 Floyd Mayweather was suing Bob Arum. March 16, 2008 Floyd Mayweather Jr. has sued his former promoter, Bob Arum of Top Rank, claiming Arum still owes him money from his matches against Arturo Gatti in 2005 and Zab Judah in 2006.

The lawsuit, which was filed in Clark County (Nev.) District Court on March 7, seeks an accounting from tfailhose two fights and also claims that Arum breached his contract and did not operate in good faith.

Mayweather said his contract for the Gatti fight called for him to receive 85% of Top Rank's net revenues and his contract for the Judah fight called for him to receive 80% of the net revenues. He claims that Top Rank did not provide him the complete and final accounting for either fight despite repeated demands.

In May 2007 Floyd Mayweather defeated Oscar De La Hoya.

In July 2007 Paul Williams defeated Antonio Margarito.

In November 200FAIL!7 Miguel Cotto defeated Shane Mosley.

In December 2007 Floyd Mayweather defeated Ricky Hatton. MAYWEATHER RETIRES as the #1 Ranked WW & p4P fighter in boxing

In February 2008 Carlos Quintana defeated Paul Williams.

In July 2008 Antonio Margarito defeated Miguel Cotto.

In January 2009 Shane Mosley defeated Antonio Margarito.

Now when it comes to Manny Pacquiao
When Mayweather retired @147lbs in 2007 Manny Pacquiao had just defeated Marco Antonio Barrera at 130lbs In October 2007. So there is no way he could've retired to duck Pacquiao. Between the time of Mayweathers retirement &FAIL! un-retirement from early 2008 to late 2009. Pacquiao had 4 fights---Marquez @130lbs, David Diaz @135lbs, De La Hoya @147lbs & Hatton @140lbs. He wasn't even considered a Welterweight until AFTER Mayweather un-retired to fight Marquez in September 2009. Pacquiao fought Cotto in November of 2009.

How did he duck the WW division? While he was retired there was no definitive BEST Welterweight between January 2008 & September 2009. Shane Mosleys Victory over MargaritoAND FAIL! gave him the #1 WW Ranking and Mayweather defeated him easily when they did fight.

Whether he deliberately retired to duck these fighters, only he knows. I doubt it but the fact remains, he dropped out of boxing when his division was the hottest and he didn't fight any of the guys at their best.
It was the best but how was he going to fight Margarito & Cotto on PPV when Mayweather sued Arum in 2008 for money still owed to him for past PPVs?. How does that work?

How was he going to fight Paul Williams when AL Haymon fighters have never fought and don't fight each other?

What don't you understand? Mayweather was suing Bob Arum in 2008.

He claims that Top Rank did not provide him the complete and final accounting for either fight despite repeated demands.

Mayweather does not specify an amount that he believes he is owed, but stipulates the statutory minimum of $10,000 for each of the five claims in the lawsuit. It is clear that he believes Arum shortchanged him much more than that for those two fights, which both did around 350,000 Pay-Per-View buys.

How was he going to fight Cotto or Margarito in 2008?.....

Paul Williams is managed by AL Haymon. Al Haymon fighter don't fight each other. How long have you been watching boxing? You never knew this?

Why not? I can understand the K bros not fighting each other because of their mum, but is Al their pop?

'We have the same manager/promoter' is a piss poor excuse.

Ok so now Answer my questions..

How was he going to fight Cotto & Margarito when he was suing Arum for money Arum owed him>?

You call that ducking?

Would you be suing your former promoter for money he stole from you & still negotiate fights with his fighter to give him money?

Pacquiao is suing Mayweather. Does that mean the fight can't get made if both sides were willing? Mayweather wasn't with Arum anymore so wtf?

And no I didn't realise you could use Al Haymon as an excuse not to fight someone
