But he was ranked at #1 at 140 by the WBC, so by moving up he maintained the high rank. Kinda like how Campbell became Bradley's mandatory for the WBO immediately when he moved up from 135. This is common. In fact, if Devon had stayed at 140, he'd probably be fighting Holt or Morales for the WBC title later this year.
