No, they obviously couldn't.
Here's how the business works. Arreola is promoted by Goossen Tutor Promotions and has a fight coming up on May 14 with Nagy Aguilera. If they decided to scrap the event they had planned and move it nearly a month ahead, they have to return all of the ticket money they had sold, then they irreparably hurt their relationship with the venue and are black-listed as being unprofessional.
To train for a boxing match of any significance is a serious business. It's not like people just wrestling, where someone can get off the couch and headline Summerslam.
On top of that, the network Showtime probably would rather save the money they had allocated for the match instead of blowing it on second rate matches.
What I think should have happened was that Mares, who was ready to fight, should have had an opponent brought in at the last minute, someone who wasn't too difficult because Mares hadn't been preparing for him, and been allowed to stay busy in a showcase match.
