Could someone be stealing my electricity?

I just moved into this new place where they have outdoor meters, so i check it every now and then just to see how low my meter is compared to everybody else, but mine is always 3 times everybody else's... and I want to know how this is possible... when I am never home... and nothing is ever ON...

to make things worse there;s this weird antenna sticking out of the ground that's tapped in to the wire. It looks like somebody made it from scratch.

i called the electric company but i've been on hold for 20 minutes

There are ways to f*ck with someone's meter, but the only way I know of to actually steal electricity is to actually unplug your own meter, and plug it back in upside down.
