I've easily found two different articles, from two different websites, which prove Berto's been ducking from Mike Jones for quite some time.

DiBella, who promotes Berto, issued his response and gave his take on the situation with Jones. He tells Arum that Jones’ co-promoter, Russell Peltz, turned the fight down two separate occasions.
“And Mike Jones, and Arum knows this, and he can call Russell Peltz and he will verify. When we fought Carlos Quintana, we offered the fight to Russell Peltz and it was turned down. Before we fought Carlos Quintana, we offered the fight to Russell Peltz and he said ‘Mike Jones wasn’t ready.’
“Maybe Bob doesn’t know what happened with Russell so I’ll give him that benefit of the doubt. But you can ask Russell Peltz if he was offered the fight and turned it down twice.”

Hard-hitting and unbeaten, Mike “M.J.” Jones (23-0, 18 KOs), of Philadelphia, Pennsylvania has matured into a force to be reckoned with in the welterweight division. He is highly ranked across the board (#2-WBO, #3-IBF and WBA, and #4-WBC), and poised to receive his first title shot. First, he needs to get past his rematch with fellow contender Jesus Soto-Karass (24-5-3, 16 KOs), who Jones narrowly defeated by majority decision last November 13 at Cowboys Stadium in Arlington, Texas. The rematch will take place next Saturday, February 19 at Mandalay Bay Resort & Casino in Las Vegas, and will be televised live on HBO’s Boxing After Dark.
Their first fight, which took place in front of 42,000 fans on the undercard of Manny Pacquiao – Antonio Margarito, was scheduled for ten rounds, while the rematch is scheduled for twelve.
Jones, who is the reigning NABO, NABA, and WBC Continental Americas champion, hopes to win in more impressively this time around. A more definitive victory over Soto-Karass in front of HBO brass would all but guarantee a title shot, and the big payday that goes with it.
According to Jones’s co-manager, Doc Nowicki, they have already been contacted by WBC champion Andre Berto about a potential fight. “We got a call from Berto’s team. They said that if everything comes out like it was expected to in the first Soto-Karass fight, it could happen,” he said.
What Team Berto implied was that Jones needs to win and look good doing it. A dominant performance by Jones would help sell the potential title bout.
Mike Jones is co-managed by Doc Nowicki and Jim Williams, and he is promoted by Hall-of-Fame promoter Russell Peltz. Williams is a world-class cut man in his own right, and has been in the Jones corner, along with Nowicki, Peltz, and trainer Vaughn Jackson, from the beginning.
