Yup. If you are 100% hard training and then you just stop the lactic acid (stuff that makes you feel the 'burn' in your muscles) stays in them and leads to stiffness and soreness.
So doing a cool down of skipping, light shadow boxing, stretching etc will bring your heart rate down slower and keep your blood flowing more to your muscles to get the lactic acid out of them so you should feel a bit better then next day.
