Kagawa plays out wide for Japan so he can definitely do a job there. Problem is his preferred spot behind the striker will forever be taken by Rooney so it's either play on the wing or be on the bench. I'd be very surprised if he put RVP on the wing that would be a waste.
To be honest it doesn't really matter much where they start on the team sheet i'd expect Rooney/RVP/Kagawa/Nani etc. to be changing positions with each other throughout the game. Valencia is the only player who will stay glued to the right wing.
