Could this happen to the HW division?

Alright suppose in the near future there is a weak universally recognized HW champion because he beat an old champion, got a fluke victory, or there were just no good HW fighters around at the time and by process of elimination became the man . Now lets say some very good MW or SMW fights the best HW around and wins the HW title from the very weak champion. Could the consensus HW title then be defended by a MW or SMW against several other 160, 168, or 175lb fighters for a long period of time, at a bunch of catch weights? I know that if the mandatory defenses are not met the champion gets stripped of his alphabet titles, but until he loses he is still the lineal champion. In other words he is still the man who beat the man who beat the man.....As terrible as this scenario may seem I wonder; could this theoretically ever happen? any thoughts or opinions?
