To be a coward you have refuse to face reasonably-ranked contenders
within reasonable amounts of time, and for reasonable contract terms.
Having to move up to a different weight class, having more profitable
or urgent matches, or there not being a reasonable purse in it, are valid
reasons not to fight --so long as you don't contradict yourself (by taking
other opponents for less cash, for instance). I do not see where May has
done this.
It's pretty obvious about ducking Margarito and Cotto.

It depends on why Mayweather fights.
If he's fighting mostly for money, then Oscar and the WWE will take priority.
If to be undefeated on paper, well, you know how that has gone.
If to really try to be the GOAT, then things might have proceeded differently.
If its a manager/promoter dragging you around, then you're back to money...
Unless May starts fighting patsies for less money than with Cotto or Margarito, it's hard to say what desires or weaknesses have dictated May's choices,
