2. A significant enough portion of the female rapes are false accusations/convictions. Also, the theme in this country is that woman are not held personally responsible for their actions. If a girl gets drunk and decides to have sex, she was raped. But if a guy gets drunk...

Rape is most definitely an serious problem in the U.S but what you fail to understand is that those stats are actually a positive for the U.S.

Simply because women are actually REPORTING rape. In most African and Islamic countries, they are not ever reported and if a woman is raped in a strict Islamic country, they are at fault and can even be killed.

One of the statistics listed in the OP was that only 16% of rapes get reported.

The survey isn't based on crime stats.
