What are advertising laws like in England?

I have no frame of reference here other than here in the United States and, in this country, a law like this would be fought against in the courts unmercifully by powerful advertising executives with exactly the kind of disposable income that it takes to fight cases like this.

I can see something like this passing and not being contested in a much smaller city of less cultural significance, but London is one of the world's greatest and most famous capitals. That'd be like trying to pass this law in New York City.
