There is no specific criteria. ANYONE can be on the committee to vote modern fighters in. The only thing you need to do is pay your fee to become part of the "boxing writers association of America". Basically its a joke.

Then why do so many talk about it? HOF isn't part of British sports culture, it must be something popular in the US in other sports.

the amount and type of achievments they've won and/or record(s) they broke..who they beat and when they beat them is an obvious one..

You don't force smaller fighters to fight in your weight class.
You don't ask for cacthweight the come overweight.
You don't pretend to hug someone for the sake of sportsmanship then sucker punching him to death.
You don't beat helpless women.

I like a couple of the points already mentioned,

1) NO PED use
2) Fought outside of their home country at least once in a championship fight
3) Fought a minimum of 3 current champions
