Pacquiao is an elite fighter and he is supposed to fight tough dangerous opponents. He is trying to fight Mayweather now. Pacquiao has been fighting dangerous fighters and that helps his popularity and makes him money. When he fights safe easy fighters like Algieri he loses popularity and credibility and makes less money.
pacquaio is'nt elite enough to fight different against an opponent that has given him problems since fight #1. he's so elite that he got put to sleep.
