They want to build a relationship with them and build Shiming at the same time.
It'll pay of if shiming fights for the vacant IBF

This would be a perfect time to do it plus it would save us from the subpar or retread fights that Pac currently has available.

IMO, he has a better chance with Pac, a guy he gives trouble to every time than Porter.

"We love fighting in America and we wouldn't mind going back to Cowboys Stadium [where Pacquiao fought twice in 2010]," he said. "But we're also looking at different venues and countries. Macau was beneficial to everyone involved. In Macau we didn't have such a heavy dependence on the American pay-per-view money. We'd love to fight in Macau again, whether we re-sign with Bob or not."

Naturally anything that greaseball says should be taken with a grain of salt. But Arum couldn't wait to go back to Macau, even after the poor US PPV sales. Maybe they're getting a percentage of the Casino's winnings from fight week? Obviously the financial deal they have overseas makes the PPV figures relatively irrelevant.
IMO if that's the case, they should just broadcast the fight on network TV but that's probably asking for too much.
