Nah. Kojima said it's actually Chico, from Peace Walker, and the description fits. He could be lying, but they are calling him Chico in the game too.

nothing to do with fanboyism. i grew up with this game and will be damned if kojima allowed it to be dumbed down. thankfully it looks like he didn't.
