Has there been any African-American wrestler to win the WWE championship? If none then why dont he let one black wrestler to win WWE when this so called sport is mere theatrical?

Wrestling is all about the ratings and merchandise sales. It has nothing to do with "what vince wants". Vince might see potential in certain wrestlers and give them a push, but he will never hand them a belt just because he personally likes them. Its all about popularity.

Haven't watched wrestling in a while but I'm sure he still runs the company that way.
