Pacquiao doesn't have big paydays. Arum and GBP take most of Manny's money. Nearly the full $40 million would be at Pacquiao's disposal aside from minor fees.
Manny's deal isn't even close to being structured the way that Mayweather's is. Why would Floyd give Manny that kind of money when he doesn't have to?
The sad part is that Manny's only leverage is to not fight. Manny doesn't have anything to offer that's worth what he's asking for. This is really no different than when Kostya Tszyu demanded a 60/40 split to face Mayweather. he knew it wouldn't happen as Kostya Tszyu wasn't the draw, but it was a way for him to bow out of that match somewhat gracefully without getting outclassed.
Pacquiao knows his only recourse is to keep stalling in hopes that the pressure builds and the possibility of Mayweather relenting money that Manny has no right to has a chance of becoming a reality. Manny knows that in these negotiations, Arum can't help him. Arum IS the problem. Usually, Papasan Arum make all things possible for Manny Pacquiao. except in this instance, Arum is the one stopping Floyd from making Pacquiao richer than he's ever been before.
