No, he's not. His power profile is basically identical to the Silver Surfer's except it is far easier to destroy his body (it was even done with a man made laser weapon). The one unique asset that he does have is that he can continue existing without a body, and thus reassemble a body for himself anytime it is destroyed.
That's basically how I thought of him as well, around Galactus herald level.
Which isn't chopped liver, but no Beyonder type ish.
