Seriously though, I've had some work on my house exteriour. They did good. Came on time and did what they where told to the agreed upon amount.

I also had a couple of russians, but I won't recommend them. They where drunk upon arrival and there was empty vodka bottles lying around. I fired them the next day.

Well this is a dumb question, he may or may not be as good as any other builder.

Polish has nothing to do with the matter.

For example if he was to do electrical working in the UK I would ensure he was NIC EIC registered. If he was to alter gas he should be CORGI registered.
