Depends on what your definition of "good" is. He's a damn tough fighter and comes to fight every time. Very entertaining, but I'd say he's a B-ish level fighter

Being tough doesn't equal a good fighter. Sure it deserves a lot of respect, but it doesn't mean you're good.

And there's no way a B fighter can have a record of 23-9. Especially with losses to the guys I listed above.
