Pubic hair, like the hair on your head and body, provides temperature regulation.

When you're too warm, the hair draws sweat away from the body to cool you down. When you're too cold, the hair provides insulation to keep you warm.

Presumably there's more hair underarm and in the pubic region because they're warmer areas of the body requiring greater temperature regulation.
