If you're having to flush dns, you're probably losing internet connection. I doubt that is what is fixing your issues when you lose connection since you're very likely behind a router, it's probably the reboot that resolved your connection. ipconfig /all will just check your IP.
Windows 8 is a pos. I installed it onto one of my laptops in attempt to get a feel for it. It is motherf'n frustrating to use and I want to punch the developers in the face every time I get lost trying to navigate around it.
Your situation sounds odd. The best thing I can recommend is to run windows update. I ran into a few issues on Windows8 installing programs and it would just freeze during the install. I found out it was missing a few patches, I ran windows update and it worked. It still sucks balls though. I'd go back to Windows7.
