Floyd did the same thing against Guerrero and handled him.
If you watch some of the (few) sparring tapes of Floyd there are, you'll occasionally see him hang out by the ropes while his opponent swings away at him.
Addressing the thread title I suspect it's a little of both; Floyd is getting older so his movement isn't going to be what it was when he was younger, and he's more experienced at fighting in one place or against the ropes so he's better at incorporating it into a fight plan.
