Because mere aggression doesn't score you points. Foreman was landing very few clean shots and when Ali punched he was pretty much right on the button. Foreman was staggered by shots from Ali on at least three occasions and judges notice that.

4-2-1 for Ali in the Foreman fight was about right, Foreman was coming forward but wasn't landing much, most of the clean shots were landed by Ali.
