I can say the two that'd definitely have to be on there with no question is Ali and SRR.
Everything else is up for grabs

Not neccessarily the best fighters, but the fighters who made the greatest historical marks and impacts. Like;

Jack Johnson, the first black heavyweight champion when it meant something very special,

Benny Leonard the best Jewish boxer of all time, at a period of enormous inbred Anti-Semitism who made his people proud,

Ted "Kid" Lewis, voted the best British boxer of the 20th century, also Jewish, who lifted his people up during a terrible time of endemic discrimination, in England and Europe,

Joe Louis, who did the same for his people and showed the American people that he was an genuine American at a time of enormous black segregation and degradation and Ku Klux Klanners.

I suppose there could be a half dozen top 4 of similar stature, but the above is my choice.
