I thought Ambulances are allowed to turn on sirens and speed, this Cop is mad cause the drive didnt pull over and just gave him hand signs or gestures.

That black EMT is a hero a good man, he was willing to risk his life for something that was wrong, that cop is wrong the black dude knew he had a dying woman in his ambulance and his first reaction is get her to the hospital at all cost and even told that Cop what is going on.
