You can run around naked in Saints Row The Third, can you do that in GTA?

I am playing Saints Row 3 atm, too me the game is mostly mini games such as blowing stuff with tanks, help secure friend while he deals, fake injuries, etc but it gets boring later on.

I prefer GTA series more tbh.
