What football players may lack in physical stature in comparison to sportsmen like rugby players, they make up for in dexterity and technique - qualities that are just as exclusive and genealogical as any athletic qualities. So no, not just anyone can become great.
I find sports that are heavily geared towards huge hulking men boring, personally. I prefer games that require a balance of athleticism, technique, intelligence and fortitude, which is why boxing is the ultimate sport to me (with football (soccer) the runner-up.)
