Pacquiao wins this clearly IMO... He has won 3 lineal titles in 3 divisions in this decade alone. No fighter has done that this decade. He also won 6 titles in 6 different divisions in this decade alone. Nobody has done that in this decade. And, his record in this decade is 23-1-2... With wins over Barrera, JMM, Ledwaba, Hatton, Morales, Oscar, and Cotto all in this decade.

It's close between Mayweather and Pacaquiao. I'm suspicious about Manny's last few wins now though so I'm not sure.

nobody in the history of boxing has ever taken the "totally flawless" USADA tests . it means that robinson, ali, pep, armstrong, duran, chavez, and other fighters who never took this test is under suspicion. therefore, they should not be given any credit whatsoever.

floyd should be automatically be crowned #1 not only for this decade, but for all time because it was his desire for better testing that will make sure that nobody would ever cheat using PED's ever again.
