How could a lineal unified title holder be left out of any P4P rankings?

I hate Weak Glasschinyan but shouldn't he be in the P4P rankings.

He was in the top 10 p4p before losing to Agbeko.
He's still top 15.

Defeated in his last fight........he was in the 8th or 9th place and lost just a few grips down to probably within top 20 in the P4P list.
