ODLH, Cotto, Marg, Pac moved down to fight a smaller fighter. Why Floyd didnt do it?

Bigger fighters like Oscar, Cotto, Margarito moved down to give a midget Pacquiao a leveling field. Pacquiao moved down to give Hatton (after the Osccar fight at 147, Pac moved down and fought Hatton at 140) and Marquez (Pac vs JMM III) a leveling field. Why Floyd didn't do the same to smaller fighters Hatton and Marquez?
