Is it veteran tactics? Sure. Is it illegal? Yes.

Floyd pushes often throughout his matches with the left forearm, however using your elbows/forearms as tools of defense is not so legal.

When he is applying pressure with those body parts to the opponents face, it is definitely illegal.

When you in a ring then you use whatever dirty tricks that you can to get an edge and get one over your opponents. Rabbit punching, mauling, holding, excessive clinching, elbowing or pushing your opponents off you are part and parcel of what makes you a boxer in the ring...Deal with it.
