          Not sure, but when i think fbi i think of the law enforcement side of things, while cia is the covert undercover gather intelligence, and probably high mark kills. Fbi pertains to the states more, while cia pertains to the world more. Thats what i thjnk, tho i dont know ****

                FBI does is a law enforcement agency. Meaning they have arrest powers.

                CIA is an intelligence gathering agency but does not have any arrest powers.
