IMO the most overrated films since 1990 are:
The Departed (I prefer Infernal Affairs way more)
The Artist (boring)
The King's Speech (another Oscar bait movie about a handicap)
American Hustle (Scorsese ripoff, soundtrack too on the nose, JLaw miscast, IMO bad movie too)
The Hurt Locker (good movie not great, IMO Mackie gave a better perf than Renner)
The Lord of the Rings: The Return of the King (Fellowship of the Ring is by far the best of the trilogy, this installment was too goddamn long)

Of all those movies, the only one I've seen in its entirety was Braveheart. Not sure I'd agree.
I think "Rudy" should be on that list.
To me, the most overrated movie of all time is Scarface, which of course is irrelevant to this thread because you limited this to 1990.
