Really good strategy to tell the enemy exactly how many troops you're sending.

It's actually just informing the public, USA always has other tricks up their sleeves e.g. their Air power and drones which they (the executive) can use to avoid the War Powers resolution/act.

Not declaring war - rather policing and advising.

I think there will have to be a long term presence of Iraq if the place is to avoid partition. Or engineer a strongman dictator to keep the place quiet under a brutal fist.
