Glad he'll be getting locked up, not sure why his motivation for attacking an innocent person determines the sentence though.

The hate crime aspect is an aggravating factor because they effectively victimise more than just the immediate victim. If you beat someone up then there's a single victim. If you beat someone up because they are black then it has the effect of intimidating everybody who is black and who may fear a similar assault based on the group they can be identified as belonging to.
