So what is this exactly? A new promotion or are they trying to start an organization to draw in fighters from all over the world from all different promotions to have undisputed champions?

More like a union composed of all the different promotions and players in the different regions of Russia. They are basically forming a unified ruleset, an amateur selection, and fighter progression into the pro's, and all the different requirements of making a sport from the ground up. This has already been agreed on in Russia. FILA and the other MMA unions in other countries have also joined in as well and have overseen everything. Someones said that they are trying to do an MMA world cup where everyone can compete.

This is a huge step for MMA and making it close to a proper sport, not just an entertainment WWE type structure of the UFC.

To answer your question, its NOT a new promotion, its a whole bunch of like minded MMA PROMOTIONS, fighters, organisers coming together. Eventually they would have fighters from all over the world and from different promotions competing under one roof, using the same ruleset, and fighting for one belt.

In that case, I like this idea, hope it does well and hope they kick the UFC's asses.
