Yes itd start a new welterweight lineage

The RING's version of lineage often doesn't match up to history's recognised lineages. Floyd-Guerrero was sanctioned for the vacant RING welterweight championship, so think about that for a while, lol.

Other recent examples where they didn't match up:

    Canelo-Trout (vacant RING 154 title)
    Khan-Garcia (vacant RING 140 title)
    Wlad-Chagaev (vacant RING HW title)
    Hernandez-Cunningham 2 (vacant RING 200 title)
    Nietes-Fuentes (vacant RING 108 title)
    Salido-Garcia (vacant RING 126 title)

    You get the idea

Have you been hiding under a rock? lol. In fact, its possible for rank 2 vs rank 5 to establish a RING 'lineage'

This new policy happened in 2012. Cliff Rold, of Boxingscene, was one of the members who left the ratings panel because of these changes

It has severely tarnished the RING

Maybe I have. I don't remember any vacant ring titles when it's 1 vs 5

He shoulda never been stripped in the first place. He had a fight at 154 then went to jail. The belt was his. Their reasons for stripping are dumb but that circumstance doesn't really matter, mint was always his

Are you high? That honor belongs to the winner of Brook-Bizier.

Who decides the #1 & #2 now that everyone is corrupt lol?

All I know is I have a hard time seeing Manny & Tim, 1 & 2, so I wouldn't consider the winner as the lineal champion. I think with Thurman, Brook & Porter in the mix there is some argument for those guys to be in play for at least the #2 spot. I think most would wanna give the #1 spot to Manny just on his history.

Mayweather vacated his lineal WW crown when he retired in September. Currently, Pacquiao and Bradley are rated as the #1 and #2 WWs according to the following rankings:
                    TBRB http://www.tbrb.org/all-rankings/
                    ESPN http://espn.go.com/boxing/story/_/id...s-welterweight
                    BoxingScene http://www.boxingscene.com/forums/vi...boxing-ratings
                    PBO (formerly IWBR): http://premierboxingorganisation.com/welterweight-147

Other rankings do not list them as the #1 and #2 WWs:
                    RING (Pacquiao #2, Bradley #4): ringtv.craveonline.com/ratings/welterweight
                    FightN*ws (Bradley #1, Pacquiao #3): fightnews.com/rankings-2
                    BoxRec (Pacquiao #1, Bradley #4): http://boxrec.com/records?sex=m&division=Welterweight

Fighters that would have an argument for top 2? Brook: Best win is Porter. Thurman: Best win is Guerrero. Khan: Best win is Alexander. Porter: Best win is Broner. I don't think these guys have the depth in their resumes to equal Pacquiao (Algieri, Bradley, Rios, Marquez, Mosley, Clottey, Cotto) or Bradley (Rios, Vargas, Chaves, Marquez, Provodnikov, Pacquiao).

What do you guys think? Hopefully crold1 can chime in.
The issue is, Bradley isn't good enough to lick the lumpnea off Pacquias nuts. So it would he an atrocious match up. Pacquiao is better in every facet of the game.

                      No

Floyd retired as WBC/WBA/WBO/lineal champ at 147, already knocking off Pacquiao by wide fashion.

Since no one was able to beat Floyd, the lineal title stays vacant until someone is able to once again secure the belts that Floyd made vacant.

Pacquiao and Bradley fighting over the belt that Floyd, in essence, put into the trash, isn't going to determine a thing.
