in that one article from the arlington chief he talks about how when he first got there in 83 every one was trained not to think, only the higher ups made decisions, but as they phased in the 4 year college requirement he has noticed basic officers being more autonomous.

"Still, law enforcement has changed dramatically since 1983, when I joined the Arlington Police Department. Then, the department was more authoritarian. Decisions on policy were reached at the top, supposedly freeing officers from the burden of thinking for themselves. Today, officers are more autonomous. We expect them to understand and
apply the law evenly. We expect them to grasp the nature of social problems and the psychology of people with different attitudes toward the law. We expect officers to professionally and effectively handle disputes involving people from varying cultural, racial, and socio-economic backgrounds."

Most of them are probably NOT the sweet innocent angels the media makes them out to be, but that still doesn't excuse excessive force and abuse from the Police.

These people are meant to bring justice through the justice system, not through their own emotions because they were spit on or whatever. That's why it takes a very patient and measured individual to be a very good policeman, as they don't have it easy. If they don't meet this criteria then they shouldn't be on the force.
        What this guy said.
