Look at pacquiao for example. His offense can do tons of damage or **** someone up fast, but he also lacks many offensive skills. This makes him far from complete offensively.
Now look at fighters such as Whitaker, Mayweather, Hopkins, Ward, etc, not only are they more complete than pacquiao defensively, there's more to their offensive arsenals. These guys can fight on the inside or all ranges, fight dirty, cut off a ring, etc. An offensive dynamo such as pacquiao on the other hand does not know any of these offensive skills.
Being more offensive does not mean you have a closer to complete offense.
