Sorry man, but you sound like you want anarchy. From the kid who killed 4 people while drunk driving not needing to go to jail in your opinion, to now this. You fall under the anarchism philosophy. To me it sounds like you want to live in a stateless society where civilians do what they want and neither get jailed or be killed for their crimes no matter what they do. That would be a scary place to live in
