Why hasn't Povetkin gotten his chance against the Klitschkos yet?

I really don't think he is the next best HW. He should have lost to Marco Huck.

Povetkin doesn't and has never wanted the fight. I think Haye and David Price and better than Povetkin, Povetkin is content just to sit on that belt forever.

Atleast Haye grabbed the belt and chased the bros. even if he did put in a boring performance he went out there and wanted the biggest fight available. Povetkin has turned down the brothers repeatedly.
