heavyweight journeyman Maurice Harris is ranked number 10 in the IBF above tony thompson, dimitrenko and denis boytsov. his record is 24-14 with 10 KOs..just thought that was odd....which means technically he's in line to fight for a possible title eliminator. he hadn't foguht since 07 and made a comeback 2010. he's on a 4 fight winning streak. beating billy zumbrun, julius long, robert hawkins and nagy aquilera...harris is better than his record suggests....he's beaten some solid competition over the years. and competed with some of the best. just thought thai i'd bring that to anyones attention that gives a ****.

The IBF is a crooked organization, I would assume that guy is ranked to set up a different guys run to the top.
That or he has just been on the list for a long time and since he hasn't lost (or challenged for a different strap) he has moved up through attrition. Which means they are incompetent.
Crooked or incompetent take your pick or most likely both.
