Agreed people will remember him long before they remember Floyd Mayweather Jr, people remember the guy who brought the show to them and at the very top level none did it quite like him.
He wasn't perfect but in comparison as a person compared to his late year rival he was a much better person who wasn't changed by the fame and money all very good traits, Pacquiao wasn't greedy either.
Imo he belongs ahead of Floyd in terms of greatness Floyd shot himself in the foot with the timing of his opponents we clearly know Pacquiao was willing to fight him at any given point it was more so of a case with Floyd wanting him to deteriorate and slow down mix that in with the fact Floyd was using PED's at the time he fought Pacquiao.
