I would use the term "has worked" loosely. He hasn't worked.

A government paid position is not work. He is a parasite who has been sponging off of the tax revenue from private sector citizens his entire "career".

And you're right...i wouldn't compare him to multi-millionaires, because unless they stole the money from the printing presses at the BEP U.S. Department of the Treasury...they actually worked for that wealth, producing and selling goods, products and services that ppl in the economy demand.
