They should set up factories in prisons and make them self funding. They should offer tax breaks to corporations that send work to other countries to contract work and manufacturing through the prison systems. Prisoners could earn benefits and privledges they might get free and normally take for granted. Prisoners would learn a trade and develop a belonging to something more positive than normally found in a prison system. Cheap labor may be the most attractive part but it also may be the most rehabilitating thing prisons have had in years. Prisons should also offer free college courses for prisoners that are productive as workers.
