Is it fair the the IBF will not allow Kubrat Pulev to defend his EBU title?

Pulev won the semi final eliminator against Ustinov last September. Under the rules of the IBF he cannot fight before the final eliminator.

So now once again he has to wait more months even after Adamek and more recently Fury refused to fight him.

Why did the IBF declare Tony Thompson the mandatory when Eddie Chambers backed out of the final?
