In their ideology, Islam is a religion of perpetual expansion. While the west guilt-trips itself for the bumps it encountered en route to becoming the nearest thing to a utopia humanity has ever experienced, most of the Islamic world still openly celebrates the mass subjugation of Levant and Anatolia and actually uses those as excuses and glorious diversions for current poor living standards. Conquest and conversation are a central themes.
Globalism/immigration are the key enablers. Islam is now roughly tied with Christianity for the world's largest religion, more due to violent expansion into foreign "markets" than organic fertility.
Groups like ISIS work on the idea that the middle east must suffer violence until it is unified under a Caliphate, which will then conquer the world. They heavily propagandize that their soldiers are carrying out killings in other countries as evidence that they front keeps moving deeper and deeper into enemy territory.
Then there's brain-drain; the tendency for educated people in these countries to leave the first chance they get and leave the underlings to their fate. It results in a giant village with no elders, which collapses into chaos, then the same countries the educated classes migrated to are expected to let the resultant refugees follow.
Combine all of this with the extreme leftist transformation the western/globalist media has undergone and you have a very convenient foe for the Islamist recruiters to rally against. While the average westerner sees tabloids about gender being abolished and glorious trannies and dismisses it as a silly stage college students go through before finding employment -- it's heavily utilized in the middle east to portray the disgusting morally decrepit foe which threatens to replace their way of life.
Lastly, our own globalist foreign policy is in essence a reaction to globalist immigration policy. The constant threat of "spillover" during times of foreign political instability forces us to take part in flawed military interventions where our perceived enemy turns out to be a possible ally not a year later. It happened with the Iran-Iraq war, the Soviet-Afghani conflict and now Syria. The flow of unscreened humans is simply too great to sit and watch from the sidelines. Intervention is mandatory, and usually ill-fated, and of course used to justify more immigration immediately afterwards.
What we can do:

My parents immigrated from the middle east, but you know why? Because our own country was flooded by extreme Muslims until they were the majority in only a few decades. It's a chain.
Most people would prefer to stay where they are but you can't be the one guy standing still in a stampede or you get trampled.
It's not an instant solution. It's a very long-term solution. It needs to be pounded into the public consciousness that the jihad is over, expansion has ceased.
Meanwhile in reality, we are doing the exact opposite. The more land and slaves terrorists take, the more people they kill, the more "refugees" (Muslims) we welcome with open arms and the more accomodating we become to Islam, mostly out of subconscious terror/fear of radicalizing Islamic transplants. So the expansion hasn't stopped. The terrorists are serving their exact purpose and the expansion is becoming more rapid.
Western governments are complicit because in a society totally devoid of any "cultural biases", where conversatioms about ethnoreligious identity are heavily censored and everything is measured via short-term economics, the influx of a an fertile, easily-manipulated, broke underclass is nothing but attractive. anyone who says otherwise is a Neo-Nazi.
