Prince Charles Williams.
Started career with a loss. Later stopped by Jeff Lampkin and the low point of his career came with a one-round stoppage loss at the hands of laughing stock Reggie Gross.
Then his career took an unexpected turn for the better and he won the IBF LHW title in 1983 by stoppage over the heavily favored Bobby Czyz. Williams was a strong champ and held the title a long time until he was beaten by german Henry Maske.

I'd have to go with Freddie Pendleton. So many losses, and he took on the best fighters of his generation. He capped all that off by winning a world title.
